It may not be local, but I do think it will be some sort of physical media as it mentions people buying/renting from stores which I guess is a bigger thing in other countries, because there is not much you can here in the US now. Still, it gives me hope.

I 1000% interpreted that as like Amazon and other VOD storefronts, not brick and mortar shops in other countries

In the UK shows from Peacock, Disney+, Max have been licensed out to broadcast TV channels, even ones that streamed over here before.
