Across the Universe, the fact that they wasted perfectly good rolls of film on that movie always makes me want to cry. In fact, I'm starting to tear up as I type this.

Default Grave Of The Fireflies

Grave of the Fireflies. IF YOU HAVEN'T SEEN IT WATCH IT! It has alot of thematic elements don't ignore it just because it is a cartoon. Definitely the saddest film I have ever seen.

I can't believe anyone hasn't said The Green Mile...unless I'm the only one

Others would be, for me:

Schindler's List
Saving Private Ryan
Shawshank Redemption

Fried Green Tomatoes, it's one of my favorite movies and I don't think I've ever watched the whole thing without crying. It always gets me when
[Show spoiler]Ruth gets cancer and dies towards the end.
I also cried at the end of Meet the Robinsons lol. I thought it was very emotional and touching, especially when Rob Thomas' song "Little Wonders" kicks in.

BIG FISH

I also agree with armageddon. Reign over Me is a more recent one... try to think of a few others....

Oh on tv dvd... Micheal J. Fox's finale on Spin City gets me everytime... especially the parallels of saying goodbye to the cast in real life because of his condition...

You had a girlfriend who looked exactly like Kate Winslet? That is amazing brother, my regrets for your loss. We all must move on, and Titanic will be available for you in Blu soon enough

The only movie I've seen in the last 5 years that has made me tear up when I first watched it is Pan's Labyrinth.

Before that it was La Vita E Bella (Life Is Beautiful).

Amen, this is a phenomenal movie.

Other sad movies:
Braveheart
Dancer in the Dark
Once Were Warriors
Schindler's List
United 93
Wit
honorable mention for a TV show - Buffy the Vampire Slayer, the season 5 episode "The Body"

Bleak and depressing without being overly sad:
Bully
Gummo
The Ice Storm
Kids
just about any Scandinavian movie

I also get emotional (mostly just ticked off) at movies that I don't believe are very well directed, especially action movies. This includes just about anything by Michael Bay, almost every action scene directed by Joel Schumacher, and the last two Bourne movies (though I do like Greengrass' shakycam style in United 93).

MASH (the last episode, I know it is not a "movie")

The Passion of the Christ

It's A Wonderful Life

Band of Brothers. After the last of the story, it ends with some interviews, and one of the men says he will always cherish what his grandson asked him.

The grandson ask "Grandpa, were you a hero in the war?"

The grandfather responds "No... but I served in a company of heroes"

That has made me cry EVERY time I have seen/heard it.
