These type of deals aren’t really the kind to switch, it’s all or nothing

Target and other retailers reduced physical media for a simple reason
No big titles and catalog sales are far less than new releases, this year being barren because of covid delays so space is allocated to other areas, they still carry stock online which most companies sell the majority of there sales now.
In the U.K. for example 2 in 3 purchases now for physical media are online or in specialist retailers only

I've watched the first two seasons 3 or 4 times now and have grown to really enjoy them. I might cry when I finally get to fire up those Season 3 discs (hopefully).

Maybe the advertisement was made before production? Meaning it will get a home video release but at the time, it couldn’t have been included within Target’s ads?

No, but the closest Target for me is 15-20 minutes away so it has to be a special trip to get me there, and even the casual shopper won't just think "maybe I'll go see if Stranger Things s3 is out" on a whim, especially if they have they're just in for a quick grocery pickup and don't want to walk all the way to the opposite side of the store. They want to bring in more infrequent customers, so they'd have to advertise it.

Also, nothing will make people flock to Target that week.
