Every movie that isn't released on bluray falls into this category.

I think this one might just be lack of market interest. The restoration is up for sale on iTunes Canada and it looks very good.

Red Ryder has an Australian and Spanish DVD out, but I dunno if that's just a rip of the VHS and a legal release or not.

This film deserves a good blu-ray release, and considering it was nominated for an Oscar for visual effects, it's puzzling why Disney hates it so much. Money, I guess. It's got problems but it's still hugely ambitious and has a lot going for it. I'd love to see some new interviews with the surviving cast and crew, and you just know there's deleted footage and behind the scenes stuff shot - there's tons of behind-the-scenes photos out there. But I guess a proper blu-ray will never happen.
if Cool Runnings can get a release there is hope that they will release this as well, even if it's just through DMC. It's a far bigger shame that 20,000 Leagues Under the sea hasn't been released especially since there was a resent restoration done.

It's been reported the negative for Larraz's WHIRLPOOL has been located but the tangled of ownership is preventing anyone from releasing it.

No, it doesn't. Studios often have a title that is ready to go for BD, but don't release it for some other reason.

I think "It Came From Hollywood" may fall into this category, though with Paramount you never know. It was scheduled to receive a DVD release years ago but was cancelled at the last minute.

I don't know if this falls under the original poster's question- i.e. released at all or released with changes like the soundtrack.
Yeah, I believe the only DVD release of this was in Spain which has both the Spanish audio track and English audio with original music.

Also wasn't there a Wrong Turn sequel that was recalled for some reason? Can't remember if it was DVD only or BD as well but did they ever re-release that?

Wait, they are releasing MaCH? Never thought that would ever see the light of day. I know it was pulled for a while because of Columbine, but I have viewed the film (a very poor VHS copy uploaded to YouTube), and it's surprisingly very tame, given the title.

This one still really irks me. Shout was supposed to release it years ago, I had it pre-ordered and everything. Unfortunately there was a music licensing issue with two artists who had songs in the pilot episode and they didn't have access to separate audio tracks to replace the music ala The Greatest American Hero. They were always really cagey about which songs were responsible (though theories were rampant). I would have been fine with them bringing the actors back to re-record the audio over a different song, even though I'm sure the results would have been less than thrilling (anybody else seen MTV's DVD release of The State?). I guess that was explored and deemed to be too expensive, but I'd prefer that to not having anything at all, which is what we have now.

Well that's not really a "legal issue". If Twilight has been promised the rights from Sony (not sure if that was ever confirmed or not), I would think they'd want to release it asap. Maybe they are waiting on a new remaster or something - who knows. It's a shame that Sony mostly only deals with Twilight Time and Mill Creek. It would great if the other labels got into more of their catalog.

The latest update with Panic Room apparently is that Twilight Time is no longer releasing it because Sony has decided to release it themselves which scares me to death because it might go in their awful Choice Collection selections. Fincher is apparently involved with the release though so hopefully Fincher won't allow that. If he does I will loose quite a bit of respect for him.

Still legal issues between the distributors.

If only Criterion picks up Panic Room that would be ideal. In which case I really hope they do!

This one has a mountain of clearance issues due to the footage used. Paramount simply decided it wasn't worth the trouble.

It's not a movie, but Muppet Babies hasn't even seen a DVD release because it's a rights headache. Though if we wait long enough, Disney will probably have bought everything holding it up.
