Bro. Fett is a bounty hunter that took a contract job by the Empire. Doesn’t make him a villain. He is in it for himself. His duty was to deliver Solo to Jabba and that was it. Now in ROTJ we see Boba with Jabba and it’s known few years has passed. So he likely worked for Jabba since then. But it’s unclear what would cause Fett to exact revenge and usurp Jabba’s Palace as his own. Hope the series explains that.

He occupied the plot role of secondary villain, yes. But there was nothing about him that inherently made him more than a couple steps darker than Han Solo. Both worked for Jabba (Knowing that he's a murderous crime lord), both are willing to kill while on the job (Fett shooting at Luke in Cloud City is no different than Han blasting the space cops coming after Luke/Obi-Wan on Tatooine - neither were personal).

EDIT: Also, pretty sure we never see Boba Fett kill anyone in the OT. Most of his on-screen villainy actually came from TCW.

Last report I saw was about a month ago. Filming is scheduled to start soon for a 2022 release. Pedro Pascal needs to wrap The Last of Us.
