It is not the branding. The problem was always the Max platform. Originally this was going to HBO Max then Max, keeping it a streaming only show.

Max Originals rarely run on the linear HBO channels, thus you had to use Max to watch these. More viewers were accustomed to tuning into HBO for the shows and movies. Game of Thrones and House of Dragons are HBO Original branded shows. Both of these have huge viewership numbers thanks to those who subscribe to HBO but not Max directly and those who subscribe to Max exclusively.

By moving shows from Max Originals to HBO Originals, they open up viewership. Now they will air on HBO and be available to stream on Max at the same time. Thus those never activated or do not know to activate Max will be able to watch them.
