Excellent news! Especially since the BD is very ancient. Agreeing with others this is agreat jump-start for more Tarantino to be on 4K.

KILL BILL: THE WHOLE BLOODY AFFAIR is owned outright by Harvey Weinstein. I know somebody from a major Blu-ray company who tried to get the rights to DOGMA and he was sent a list of the films along with it that Harvey alone owns (not even Bob has a stake in them), and KILL BILL: TWBA is one of them, so Quentin's hands are tied. Don't blame him for it not having a release, it's not up to him.

how do you know he did approve it?
it's possible the master was created without his involvement

also funny how this is only the third in his catalog to get a 4K, I'm surprised none of his Miramax titles haven't gotten any yet

Finally we've begun getting a couple of movies in the Tarantino "back catalog" on 4K. Hoping even more so for Pulp Fiction and the Kill Bill movies, but we really need all of the Tarantino filmography on 4K ASAP.

Rules require that a living director be asked to approve any new transfer/restoration of their films. They can pass the responsibility off to the cinematographer or director of photography if they want. They can also just refuse an approval if they want to be stubborn. If the director is deceased no permission is necessary.

Who has made up these rules? Is it e.g. some contractual agreement specific to a certain company, or some general US legal regulation?

Director’s Guild, possibly standard contractual language?
It’s been discussed in other threads.

Some regulation, somewhere. Hmmm... Not saying you're definitely wrong, but I'd like to see a link to that before believing it is really a general US regulation written in a law that applies to all movies.

If it's instead just written in a contract, then rules can differ from contract to contract, and thus from movie to movie. And the rules can basically say anything.

I made a fan edit of Kill Bill as one epic almost 4 hour film(3 hours 53 minutes to be exact) and found the perfect way to combine the two movies. Unfortunately my Youtube channel was banned, so I can't show you the clips I made to illustrate the re-order of the movie.

Essentially the first 90 minutes is
[Show spoiler]Volume 2 as it's currently released minus the recap of course. Instead it begins with the "massacre at two pines" chapter, then cuts to the opening credits of Volume 1 and the "blood splattered bride scene" plays, then after the first part of the hospital sequence with Elle and the Bride in coma, it then cuts to the opening of Volume 2 at Buds trailer and plays like normal from there.

Then it transitions to Volume 1 footage beginning with the Vernita Green sequence, and plays like normal from there, then after the Blue Leaves sequence and Sophie in the hospital scene, I remove the cliff-hanger dialogue by Bill, and then transition to the ending of Volume 2, removing the Esteban pimp scene, and the movie plays as usual from there.

I also made a black and white and color hybrid edit of the Blue Leaves set piece, where the gory highlights are in color, while the rest of the scene is in black and white, and it's pretty awesome.

The only continuity issue with this re-order of the movie is knowing the Brides name before switching to Volume 1 footage where her name is bleeped out. Otherwise it's a great re-edit and works in terms of pacing, where it has the casual pace of Volume 2, then builds up to Volume 1 as a flashback with bursts of energy, then segues into the ending of Volume 2 and the slow dialogue heavy pacing returns and it just works vs if the order of the movie was all of Vol 1, then Vol 2 as they're currently released and how The Whole Bloody Affair is organized which is a dra.g in my opinion because of the drastic change in tone/pace between the two volumes.

I also removed the Chapter Numbers, but left the titles intact, and added a couple onscreen titles to illustrate how far into the past the Volume 1 footage is, so it all makes more sense when it transitions to Volume 1.

Some of his other movies are still ok, but nowhere near those two mentioned.
I disagree. RD and PF are really good, but I don't care about the characters in them in any meaningful way. That's what I prefer Jackie Brown. Some relatable characters.

Characters can be "meaningful" even if u don't relate to them. The best characters in anything are unrelatable anyway and I will stick to that.
