It's likely just because of YouTube's compression not playing nicely with fine noise/grain detail, there's pretty consistent levels of noise in less compressed parts of the video.

This looks nicer than the first release for sure. Really pleased with it.

The new bonus feature is very good, but something weird happened with the audio because Simon and Nick's voices are way, way too deep.

From what I can tell it’s likely the same master but just with a DV pass, I don’t get OCN vibes from the images, it still looks somewhat digital in places (imo)

There is now digital blood in the shop Shaun visits so it is not the same master.

The 1997 Universal logo at the beginning has been upgraded from an ancient filmout scan to the original DI files, similar to last year’s 4K remaster for Love Actually.
