It's definitely more character-driven. Most of the action is in the final 30 minutes. It feels a lot like a post-war movie, spending a lot of time examining how each character was affected by the war and the murders committed there. You're rooting for some of the characters to get killed by Fong but others are sympathetic, so there's an interesting dynamic there.

I also think the exotic location of the Philippines keep the film interesting even when there's not much action going on. Plus Cameron Mitchell is not the drunkest character in the movie.

Not really, it's played much straighter, and I'm not sure if I'd label it a ninja film. More of a post-war revenge drama. Don't go in expecting anything like the films you mention.
