the top one yes

but most studios don't care which is why pretty much all the time they end up looking like the bottom video

however the top video also has a major problem with the other point I mentioned which is sharpening, so yes the framerate is good but the sharpening is really bad

The bottom video is indeed not properly de-interlaced, and it is also stretched. However, the top image was definitely over-sharpened. It really makes the outlines of everything stick out more like a sore thumb. The softer image of the bottom video ends up looking more natural, nicer I would dare say.

I thought that Lost Highway, Blue Velvet and Mulholland Drive looked great, compared to the old MK2/Concorde discs I got many years ago.
Maybe because Lynch was behind the whole process?

By any means, i'm not a "hardcore" Criterion fanboy.
But the few Criterion releases I have look great.

Criterion has many wonderful releases. The Red Shoes is another one that's spectacular. Wall-E too. Citizen Kane.

A common issue with Criterion's UHD encodes though is that the HDR10 layer can be neglected. Wall-E is a great example. If you have Dolby Vision, it is the definitive release of the movie. But if you only have HDR10, it's clearly worse than Disney's own UHD of the film, Criterion's disc is plagued with banding issues.

Studio Canal has some releases that are Paramount-level of banners regarding the encoding. But they also have releases that are spectacularly encoded, such as Mulholland Drive.

They’ve never been outright horrible for compression, I’ll give them their due, but it’s the source masters that they keep having trouble with. Some of their Blus were in the wrong video levels, some had bad aliasing problems, and then there was those Carpenter UHDs in the wrong colour space. So, decent encoding but bleh QC.

some of their early BDs were downright horrible with their encodes (ex. the Psycho sequels), but surprisingly not as bad as Criterion

even for Shout's 4K encodes, at least they don't go the lazy route and apply DNR to make it easier to encode unlike Criterion
