They should have just used the Japanese discs and slapped on either the Pioneer English subtitles or a new one. So far as I can tell, nobody likes the U.S. Animax dub or the Nelvana (censored) dub anyway.

Hell, All The Anime is using the exact same chipboard cover art as it's Japanese counterpart, might as well use the same discs while you're at it.

Don’t bother. Almost all of those HK releases with 96 kHz tracks are just upmixes from 48 kHz and even if they show frequencies above 48 kHz, they’ll probably just be faked or whatnot.

I figured as much that would be most likely... Sadly, unlike video upscaling (in the case of 2K DIs on 4K Blu-rays), audio sample rate upscaling does bother me, because sample rates above 48kHz are already a pretty rare and underutilized feature on Blu-ray as they are, making what little is available with them seem more special, but then there are publishers that do this kind of thing, making it all the more disappointing. It makes me wonder on how better it would have sounded if it was produced natively at 96kHz

I was planning on buying that release anyway, if for the sake of having a English-friendly release of it. Why has this movie never been formally released in the U.S. to date is beyond me. However, with All The Anime's recent announcement, all I can hope is that something for the U.S. follows afterwards.
