Certainly morally, if not contractually, it would be a minefield to reveal things that everyone making the film thought would be unseen.
Arguably if they were wearing something anyway it might be less eye catching than the blurring, but these aren't films that were 'censored' after the fact, they were made with every intention for the fogging to be present because the laws were known to everyone involved. This can, somewhat ironically, allow people to be much more 'explicit' in what they're performing than they ever would have been in an un-fogged movie, and filmmakers at the time definitely knew what they were working with and how to make use of it when making framing and directing decisions. The original versions were, and were always intended to be, obscured, so you're seeing the film as it was meant to be seen.
