Take a look at Criterion's closet visits. Lots of artists pick DVDs, not Blu-rays.

Anything shot on 35mm can be scanned and presented at 4k. How is it irrelevant?

There's a cost factor in releasing UHD's that can't be ignored. How do they do this? Do they release UHD's on their own? A combo with Blu-Ray? Customers didn't like the combo's with DVD/Blu-Ray. Why would this be different? Are people going to want to spend $10-$20 more for UHD?

I don't know the answers. But these are things that Criterion is considering, along with many other factors I'm sure.

Sure, but that applies just the same to Blu-ray. Restoration and resolution are independent considerations.

I would think they are related. The higher resolution you are presenting at, the more work there is in restoration because of the greater clarity.
