Why would Sony announce another studios game at their conference when they got their own things to announce?

the two arent mutually exclusive. Hardware events almost always have software announcements. The initial PS3 reveal in 2013 didnt only have Sony firsty party titles

R* technically still owe Sony an exclusive. Sony likely paid a fair bit to get Agent, if R* arent making it anymore then they either gave Sony all that money back or they have worked out some kind of other deal. GTA for example was associated with playatation so maybe that's why R* would reveal a new game today.

Other than that it's the fact that they were supposed to be the closer for Sonys E3. They pulled out because of the orlando shooting, that's why we ended up seeing Dead Don't Ride or Days gone as they eventually called it, twice in the same show. They used it to fill the gap left by R* pulling out at the last minute.
