Default What is the point of region locking when a 4k disc is also present?

I just bought Midway steelbook recently. Being Lionsgate it was region A locked.

It seems a bit silly to lock the inferior disc when it comes with a 4k disc which is region free. Unfortunately I haven't got a 4k disc player yet.

I do have a USA PS3 in the game room which I watched the movie on, but still it seems silly to have a region locked disc come with region free disc.

It's easier to use the same disc for the BD and 4K+BD releases instead of making 2 different discs and still stay within some of the legal requirements when studios don't own the rights to items in all countries.

It all gets back to some of the reasons for region locking discs at all, but until DVD and BD don't exist any longer I'm sure they have to follow the established (or at least accepted) legal boundaries for a format
