Update: A quick search, I don't think AU ever got a release. Siren Visual was supposed to years ago but they went (down) under.

From what I can see they never had the licence. Siren Visual did but I see no evidence they ever released it and they aren't even around anymore.

You have the UK Anime Limited standard edition.

Guys, Madhouse productions has nothing to do with Madman. Madhouse productions are the original Japanese production company for the film.

That is an Anime Ltd. release, and they are simply mentioning the original production company on the cover.

Shout Factory are only the distributor for GKIDS and Eleven Arts. They don’t have any say on whether an anime title gets a 4K release or not.

If anyone curious, I made a comparison between stereo audio that appear here and there thoughtout the various editions of the movie: https://imgur.com/a/wjdbXtZ. It's the same mixes on those editions just have different dynamic range. 2019 UK BD SD ver audio was labeled as "mono-mix" but in fact it's old stereo mix.

LaserDisc audio is far more dynamic in both 5.1 and stereo. If you want to enjoy the movie, I recommend to watch it with LD track (either 5.1 or stereo).

Other 5.1 mixes on Blu-ray editions are different that present on R2J/LD (not in just dynamics).

Is it realistic to expect anyone to actually go watch it on LD? The best release in my view is the previous UK blu ray release which still had grain and looks pretty great.

This could get rescued on the 4k format if someone gave it a new scan, no dnr, and no hdr, but the odds of that happening are so low I think that old UK release is probably as good as it's going to get.
