don't know about the Bay area , theatres are opening up here as well (but no concessions so most have decided to stay closed)

but I see it more like a tango than progress, when the numbers start going a bit better they open stuff up, when , surprisingly, they go back up again they tighten up the rules again.

The pandemic can only be beaten once enough of the population has been given the vaccine. Right now Canada has only administered 1.77 Million douses so you got several months to go. Source
