DVD-RAM disc does not work reliably

I have two nearly-identical Toshiba-Samsung Super Multi DVD drives ("Super Multi" means it can write to DVD-/+R(W) and DVD-RAM.) One of them is an internal unit that came with a laptop and the other an external. Both of them work perfectly with DVD-/+R(W) (including DL) discs. I decided to pick up a DVD-RAM disc just to mess around with. It had never been used before, although it was made back in 2003. When I use it with either of my drives, the laser assembly is constantly moving all the way to the edge of the disc and back to the center again. When I look at the back of the disc, the outer edge appears to have data written on it. I have not been able to successfully copy the files I want to copy to it, and it is extremely slow when it copies anything. It behaves nothing like Technology Connections' three drives do in one of his videos about DVD-RAM, which you can find on his second channel Technology Connextras. Is there any way to fix this? Maybe that disc is bad, even though it looks fine. It's been doing that ever since I first put it into a drive.
