Will Older National Geographic Titles be Released on Blu?

One would expect so.
NGS will most likely only release older titles if they plan to re-release them or re-master them.
Theatrical titles that are co-produced (like Arctic Tale) are not distributed by NGS and are handled by another company.
Keep in mind not everything is good enough quality for an HD release, so DVD might be your only option.

For example, early episodes of Dog Whisperer are only on SD. They later changed to HD and all new episodes would work on Blu-ray now.

I am hoping that NAT GEO will release older titles on blu ray. Does anyone know for sure?

While I am an employee at National Geographic, I am not in the video or film production departments. However I can say that NGS does not always distribute their own films, we have used many companies to distribute them. So depending on the title, it might not be up to NGS. NGS is making an effort to release new titles to Blu-ray, but I have heard nothing about adding catalogue titles to the list.

One of my favorite NG documentaries called "Last Feast of the Crocodiles" wasn't even released on DVD, just VHS.

All I can say is look for distribution company behind the film you want and email them. Seriously, most of those listed I think are NGS distributed, so send an email to the right place and request this. If they get enough requests for Blu-ray, they will listen.
