There is no exclusive contract. Sony just pays for the license to use MLB and MLBPA names and trademarks. Anyone can make a bid for a MLB license. There was an exclusive contract with 2k but that ended in 2012 and wasn't limited to one platform. It is/was Sony's decision to keep their game as a first party game.

We all know now that the new license contract must include multiple platforms. MLB and the MLBPA pushed for it and I dont think Sony put up much of a fight. Sony Stands to make significantly more money in this newest deal. It won't be the last game to be multiplat either. Sony will be expanding their reach in the next gen.

Sorry I wasn't around yesterday. That can be answered by saying some IPs are "system sellers". (This is all hypothetical) For example, if Halo was made for PS4, yeah Microsoft might make more money on game sales (let's say they make $50 Million more), but it would cause people to not buy their system. Lets say 1/10th of the people who have both systems buy it on the PS4, then Microsoft isn't getting any extra money (DLC or anything like that), or any impulse sales (Oh I'm playing Halo on my PS4, and friends want me to jump on Call of Duty that I don't own? Oh it's crossplay? Why would I turn on my Xbox for that now?)

Amazing how not so long ago, we had a deluge of MLB games.
2003 saw no less than six competing franchises on shelves within weeks of one another. (Slugfest, MVP, High Heat, etc).

I think it comes down to how big a fan you are. If you absolutely must have the latest rosters and features the new version is due out in March so it may be worth waiting. If all you want is a baseball fix and will likely drop it after that fix is had I think grabbing last years for cheap might be the way to go. MLB the show has been stellar for a number of years now so you really can't go wrong getting an earlier copy as long as you don't mind the outdated rosters.

The rosters aren't a deal breaker for me, so I'm leaning towards last years.

I can't really find any info on features for the upcoming one, at least that would justify spending 30-40 (I'm going to try to get 19 at $20) more
