In the UK they only released the first two seasons, so we are stuck with NTSC DVDs that already could have looked a bit better in PAL.
They aren't bad though. I think the pilot fared the worst, but it looks like the quality is not consistent across the episodes.

Did Warner Home Video release all six seasons of the show on DVD in the States? For a time I had thought they released the first few seasons, then the WAC released the remaining seasons. So it appears the show wasn't remastered, and that the elements of some episodes have stayed in quite good condition?

They had quite a lull in the middle (after season two?) but eventually they released them all in the US, and only there. They also re-released them as part of the white/gold box posted some time ago.
I will never forget that my first season was brand new sealed yet missing the first disc!!! And bloody idiot me waited months to even open it so I could not even ask for a replacement from amazon so I had to buy a second version.

Through the show's six season run, they occasionly did two hour (including ads) episodes. Sometimes they were two-parters (like the season three opener "Roller Disco") or feature-length episodes (like the clips/highlights episode which ended the second season, in which the two leads Wilcox and Estrada didn't appear in any new scenes, just in archive footage).
