I don't think he's flip-flopping, I think he's just trying to be positive. Even with his more positive statement, it still has a cautionary tone to it, & we don't have a vaccine, Remdesivir is pretty much still a non-factor at the moment, & people are becoming increasingly defiant & complacent & none of that bodes well for doing it "correctly" or being "prudent."
