Serials if I have to choose. I like what Joss Whedon did with Buffy where you had standalone episodes that connected for an over all season ark.

Procedurals or a mix of the two. One story stretched for the entire season gets really tedious after awhile and eventually I'm like "Oh, just get on with it already." So I prefer procedural or a mix of standalone episodes and a recurring storyline that comes and goes for the season.

Serials are without a doubt in my mind better.

Game of Thrones
The Sopranos
Sons of Anarchy
The Tudors
Homeland

As much as I love How I Met Your Mother and The Big Bang Theory you can't beat an on going story that makes you tune in week to week.

Now I'm sick of serials. Procedurals all the way!

Serials every single time. My favorite TV shows are Lost, Dexter, True Blood. Things that have on-going stories and season long plots.

But don't get me wrong, there are some damn good procedurals out there. House is probably my favorite one. Lie to Me was really good as well.

What about shows that are a combination of both, a hybrid. Supernatural definitely started out as a procedural, and still have a couple completely self contained episodes from time to time...but there's also an over-arching story that takes place throughout entire seasons.

I hate the mentality that great shows need to be done in procedural form. I would watch it on the condition it had something of potential in it. The last procedural I watched that I enjoyed was The Blacklist. Otherwise, I'd put myself in the "serial" ballpark of shows.
