I searched some images on The Fly 2 and found an image that agrees with the consensus here. So in conclusion...it's The Fly 2!

I'm glad we got it. Lame that I've seen it 3 or 4 times (albeit not in a decade) and didn't recognize it.

Don't remember the plot, but it fits the time frame that you say you saw it (late 70's - mid 80's).

This isn't it.

The story if I remember correctly starts out the bad guys getting their hands on the weapon and using it as a threat against the government or something.

Major scene was in a Nascar racing, in which they started attacking the innocents.

I saw a movie about a disabled girl ( I think her name was Gaby?) several years ago. I don't think she had arms. She ended up being a very good foot painter. She also falls in love with a disabled man she is introduced to.
