I searched some images on The Fly 2 and found an image that agrees with the consensus here. So in conclusion...it's The Fly 2!

I'm glad we got it. Lame that I've seen it 3 or 4 times (albeit not in a decade) and didn't recognize it.

Mind you I never seen the film, but could the other one your wondering about be The Burning?

Don't remember the plot, but it fits the time frame that you say you saw it (late 70's - mid 80's).

The story if I remember correctly starts out the bad guys getting their hands on the weapon and using it as a threat against the government or something.

Major scene was in a Nascar racing, in which they started attacking the innocents.
