Looking for foreign films in the vein of Roy Andersson or crazy horror films not directed or made in the US. I have a region free Blu-Ray player so region coding does not matter. Would love some suggestions. Thanks!

Check out Letterboxd and Mubi. Lots of recommendations on both.

Veronica I hear is really good. It's a Spanish horror movie on Netflix. Don't know if it's still there, but it might be worth checking out if it is.

Visit They Shoot Pictures Don't They and peruse the lists. Lots of stuff that would be considered obscure to general audiences.

Not really sure if its what you are looking for but Jacques Tati might be sort of same-ish. Might be mistaken but remember Roy being inspired by Tati.

Also for crazy horror outside of US you should try Mondo Macabro releases. "The wild side of world cinema". There is all sorts of stuff there.

I can recommend Parasite from Bong Joon-ho and Delicatessen from Jean-Pierre Jeunet and Marc Caro. They are both not exactly obscure but definitely worth watching. They have an absurd and dark twist but also bring some kind of humor into it.

Deends on your definition of crazy and obscure

Kiarostami's 'Close Up' is pretty crazy to me. But not visually or anything.

On the topic of norwegian horror, we could also mention the one in your avatar, "Trollhunter" (Trolljegeren). Then there's a fairly recent one, named "Valley of Shadows" (Skyggenes dal). It's not really scary or anything, but has a few interesting ideas, and sets the tone of the movie fairly well; it kinda plays on norwegian folklore too, but not in any direct sense, so unless you're well familiar with it, it might not be particularly noticeable.
