Aniplex has been on the production committee of most noitaminA stuff for a very long time. However, we don't know what companies are on the production committee, and also, just because Aniplex is on a production committee doesn't mean they handle the international rights. There's plenty of examples of series where Aniplex was on the production committee but they didn't handle the international rights, even when they were at the very top of the committee.

They're coming. They're just taking time.

What I'll say is that all of these UY releases have been a challenge, and for each one we've had to do either some amount of video or audio restoration or both.

The Japanese audio on almost all of the HD masters minus Beautiful Dreamer has been really out of sync, sometimes up to 10 or more frames. I've been going back to the old old old DVDs to figure out what's correct. These aren't animated particularly close to the flaps, either, but you can really tell the audio on the HD masters is quite off despite that.

If Discotek ever licenses the TV series, I wonder how likely it would be for them to include the Animax dub (called Alien Musibat). It has some weird quirks like calling Lum “Lamu” and having a woman voice Ataru, but it’s very solid, and its cheap production values gives it an 80s vibe (despite being recorded around 2004). Supposedly, they dubbed the entire series. I used to think these dubs were off-limits, but NIS was able to include the entire Animax dub for Cardcaptor Sakura, which makes me think Sony still has the materials, and is willing to give them up if asked. Only a few clips (and one entire episode) are available online:

They definitely aren’t as good as the North American dubs, but I think some of them are surprisingly watchable given their low budgets and limited voice actor pool, at least the older ones recorded around 2004-2008ish. The later ones that I’ve sampled, which were done by a different studio (like Fairy Tail and K-On) are far worse. The older ones were still recorded in Hong Kong, but the actors were all native English speakers from the US, Canada, and the UK. Personally, I think their cheap, but enthusiastic dubbing style lends itself well to an older show like Urusei Yatsura, and the clips I’ve heard are pretty decent. It’s certainly a better dub than ones included on other Discotek releases like Locke the Superman and Arcadia of My Youth, and it sounds at least as good as Ninja Robots.

But it is a shame that UY never got a full NA dub.

If I'm remembering correctly, one of the streams they mentioned that sometimes the companies won't let them include Animax dubs because of how bad they are.

This isn't related to any shows in particular, but so far NIS appears to be the only company that's ever successfully cleared an Animax dub for the US. There have been a lot of attempts by different companies over the years. Often the Japanese licensor says "no" because Animax dubs aren't subject to the same level of supervision by the creators (see InuYasha clip above). But even when the licensor is OK with it, getting the dub from Animax has been pretty much impossible. I have no idea how NIS did it.

I’m definitely not getting my hopes up on the dub being included on any hypothetical release, but it would be nice to have. It would definitely make it easier for me to sit through all 190-something episodes more than once.

I believe that was the reason given for why the Animax dub for Gundam ZZ wasn’t included in Nozomi’s release, despite being the only dub in existence. Apparently it wasn’t up to Sunrise’s standards.

Regarding Animax dubs, the Gundam Build Fighters sets also include English dubs that were aired in the Philippines (not sure if they are technically Animax dubs though). Can't say I'm aware of any other instances of similar dubs being used in English releases, but it is odd that these dubs were good enough for Sunrise but not ZZ's dub. Build Fighters' dub is streaming on the GundamInfo Youtube channel if someone really wants to check it out out of morbid curiosity:

Sunrise were the ones who blocked it's inclusion due to the names and "Gundam" pronunciation "not up to standards". I believe some of the Mobile Suit Gundam movies (the ones that are reedits of TV series episodes) have this problem too as they were done by a different company before the dub of the TV series was made.

The Gundam movie trilogy was dubbed by Animaze in LA in the late 90s, and said dub has since been disowned by Tomino, which is ironic considering he was supposedly very hands-on with that dub. It’s not a great dub; it’s certainly not as good as Ocean’s later dub of the actual TV series, but it’s more than watchable if you absolutely can’t stand subtitles. The biggest issue is the odd pronunciation of Gundam (they say “GUN-damn”).

The Animax dub of ZZ is far superior to that based on clips that I’ve seen.

If anyone’s curious about these dubs, here’s some old interviews with voice actors that worked on them:
Andrea Kwan (Sakura in CCS, Kagome in Inuyasha, Kid Goku in DB).
Dave Bridges (Adult Goku in DB, Ryoga in Ranma, Hiei in YYH).
Darren Pleaven (InuYasha, Yusuke in YYH, Male Ranma).
Scott Evans (Ovan in .Hack, Van in Gun X Sword, replacement for Darren Pleaven’s roles).

Sunrise USA (which at the time made their own decisions from the JP division before the latter gained more control) actually oversaw that dub and only sent a few clips (probably ones without the GunDAM pronunciation) to Tomino to see what he thinks. He was shocked when he saw them in full much later and had since disowned them from ever being authorized for inclusion in any media.
