Default DVD player which corrects PAL speedup?

Currently I plug my laptop with external DVD drive to my TV and use VLC to correct PAL speedup i.e. slow it down to 0.96 speed and pitch shift the sound at the same time.

Works quite well, but its pain having to set it up each time. Looking for something to be connected permanently.

Is there such thing as a dedicated DVD player which "fixes" PAL speedup?

May look at a tiny HTPC but that can get quite expensive.
