Default An Open World Game idea

You know how Open World games like Elder Scrolls, aside from the main storyline, have ALL these missions you can access through exploration. I mean you can literally spend hours doing nothing but side missions and still feel like there's more hours worth of missions to do. There should be a game that's nothing but this. And some missions would be easy, some would need you to level up to a certain level to gain access to them...or you need certain skills, so there'd be leveling up as well. It'd be great. Customize your character, enter the world, and just go exploring and building levels while achieving missions for good or bad. And depending on a kind of hero/villain level you have, allows for people to like or hate you, which could also effect how you achieve your missions. What do you think?
