Blu ray cover printing on an app.. please help

Hi.

i like to print custom covers for my blu ray and 4k covers. i usally use undercover xp to do this on my laptop. is there any app on android or ipad that i can use to do the same thing from phone. or can anyone recomend an image resizer as i have my blu ray cover but when i print it off from my phone it dosent come out the same size as a normal blu ray cover. any help would be great
