Dude I wouldn't put my credit card number in a genuine site (I don't have a card for that matter). So Hell will freeze over when I decide to get a card and put the numbers in some (suspicious or not) papers I get in the mail or anywhere else.

There's nothing really that hard to create in that form letter. Barcodes fonts are easily downloadable off the internet and I have created some for work purposes that accurately work with a Symbol gun. International telephone numbers also are easy to create and staff with an answering machine. With voip, I can create a phone number with a zip code anywhere in the US within minutes, and I am sure the scammers are using something like that internationally where they don't even need to reside in the location the number is pointing to.

This isn't high tech, it's just good marketing in the hopes that somebody will fall for this. Look at all the legitamate (sp?) junk mailings that are offering mortgages and all that that look like "official" mailings to get your attention.
