I just started having this issue in March. I bought a code for the incredibles 2 for google play canada. In the past, I've never had a issues redeeming USA/canadian codes in my account. I use tunnelbear and clear all history on my firefox and chrome and when it takes me to the playstore, it shows it as the canadian store (Movie prices are usually more expensive). I login and it automatically takes me back to the usa store.
1.I've created and deleted several canada profiles with alberta and ontario addresses. 2.I've closed all my payment profiles except for the canada one. 3.When I login without vpn (I'm in USA) it doesn't sy I'm using a unkown device. 4.But when I do use vpn (Canada) it tells me to verify its me.
