The upcoming standard BD also received the new transfer so it very well could be. Unfortunately, the updated WB press release states that the digital version will also be available on Nov 20th. So there is a greater chance we won't see the 4K version until then.

Is not showing up as 4k on my Apple TV 4k. I bought the Stanley Kubrick 7-Flim Collection directly from iTunes a few years ago that included this movie.

It’s showing as 4K in the UK Store and included in the same boxset, however it’s currently only HD in the US Store.

Yeah most likely. Plus different distributors in the U.S. than the U.K. One can only hope that with all the work done the corresponding U.S. studios just put them out digitally pretty quick but I'm not counting on it.
