I think it's like a hold so the funds don't technically come out, but they aren't available either. It's like they are in limbo until the order ships and the transaction completes.
the effect is that your credit card balance is going to reflect the debit of funds even though they are not technically gone yet.

That's correct, temp charge or hold. Your credit will be reduced by the amount of the hold, however you will not be required to make payments and interest will not be charged on the amount of the hold. Some e-tailers will also release the hold amount after a week or two so hold funds will become available. So are you charged at the time of your order? Yes and No.

Got pretty good reviews in terms of PQ as I recall. (Still have the shrinkwrap on my copy, wherever it's ended up. dvdbeaver reviewed it at the time. There's also a review there of Violent Saturday which is non-anamorphic.)

yep it's completely overwhelmed.
looks like an SAE FAIL!!!!!!!!!!!!!
I was on the site and trying to load the page and I could see the pre-orders and then it just all went blank.
(bottom line--they weren't prepared)

This is what happens when you have multiple promotions launched at precisely the same time on a small ill-prepared website. A blind man could see this coming. Not sure what TT/SAE was trying to achieve by doing this as all it's done is annoy a lot of people.

Exactly, I mean they've got the two preorders up, 100 signed copies, and the free DVD promotion ALL starting at the exact same time? It seems like 1 of them could have crashed the servers yet they decided to do all 3.....

Oh well, guess we'll just have to wait it out...
