Bunny Drop (it would probably bore children, but I don't remember there being anything offensive in there).

For the record, I started watching Revolutionary Girl Utena when I was 12, and my brother was 9 when he watched it with me (I discovered the first VHS in a dollar bin at Kroger and thought it was the most WTF thing I had seen at that point). Some of the later episodes are very PG-13 though, and the movie has tons of nudity, but most of the TV show would be fine.

Clannad can be bought on Blu-ray and DVD.
Hello Kitty is often in the Sentai Filmworks website Sales for only like $2 a Volume.
Hamtaro though some of the series was released on DVD and VHS by Viz Media but not very much of the series and would be better to have watched it on Toonami and Cartoon Network in 2002 to 2003.

I recommend Medabots. Don't know if it is available for streaming anywhere, but the blurays are English dubbed. Loved that anime when I was a kid.
