A region-free NTSC reissue of the Powerpuff Girls Movie came out in Australia last month. The disc contents are identical to the region 1 release, and the film is still in 4:3. The original region 4 version (along with region 2 versions) are 16:9, albeit in PAL format.

Edit: This release is only listed on Amazon Australia, as an import from Amazon USA... definately a bootleg. This back cover art is on DeepDiscount / ImportCDs, lacks any copyrights, RoadShow Entertainment is the only known licensor down here.
There are some strange bootlegs around lately, this reminds me of of the Hallmark DVD collections with Australian rating logos, which were only listed on Amazon too.

Excellent catch, definitely a possibility. The cover art looks really low quality too, was wondering what that was about. The disc also doesn't have an age rating on it, every other Australian release I own does.
Some other sites listing the release list the distributor as "La Entertainment"

Ridiculous that The Powerpuff Girls Movie is stuck with an ancient pan-and-scan DVD. I only have my childhood VHS, and honestly I see no reason to upgrade from that until a better release comes along. It’s odd that it wasn’t at least on the complete series DVD set.

Also, for what it’s worth, I commented on one of Van Partible’s FB posts asking if the rest of Johnny Bravo was ever coming to DVD. He “liked” my comment without otherwise responding, but then again, he “liked” all the other comments too.

I just wish they would re-release the PP girls complete series DVD. There's a seller on eBay that repeatedly lists "sealed" sets for <$100 that are almost certainly bootlegs. I bought one of the Australian DVD sets that were listed a couple months back but the seller tried to scam me. It's one of my top 3 favorite cartoons of all-time and I just want Cartoon Network to "shut up and take my money!"

There was a re-release of the movie a few years ago on DVD. But all that did was change it from a snapcase DVD case to a regular one.

Believe it or not, the full frame version is a combination of pan-and-scan and open-matte, like some scenes are in the former while others are in the latter.

Just seems to be the two specials. Classic and reboot series aren't here.

Classic series used to be on Netflix way back when, before it moved to Hulu. Now it's currently Max exclusive.

Reboot is on Hulu and Max.

The Powerpuff Girls Rule!!!, the 2009 10th anniversary special, is here in HD for what feels like the very first time.

I have a little bit of a quandary.

Long story short, Warner sent me the complete series of Ed, Edd 'n Eddy and I didn't buy the set officially. I e-mailed them about this and they never responded back. So should I send it back or keep it?

I feel like more context would help: How did you receive it? Why'd they send it to you?

I'm no lawyer, but if they send you something you're under no legal obligation to return it. Per the FTC website:
"By law, companies can’t send unordered merchandise to you, then demand payment. That means you never have to pay for things you get but didn’t order. You also don’t need to return unordered merchandise. You’re legally entitled to keep it as a free gift."

By emailing them you've done your good-faith part to see if it needs to be returned, and by them not responding I'd say you're in the clear to keep it.

I told them about the errors in their recent sets for ATHF, EEnE, and Foster's and requested about doing a replacement program. They responded saying a "replacement" would be sent out and I got "replacements" of the former two only to find they had the same errors (and clear that they're not going to fix them, great job guys).

CAN you keep it? I'd say yes

I'd say you've already done what you can to resolve the situation.
Legally you can keep it, morally you've done what you can to make things right, and Warner Bros. won't come after you for it or anything. I'd say you're fine.

If the errors you're talking about are things like the missing episodes from ATHF/EEnE and the Foster's mastering issues, I don't think those are things they're prepared to 'fix' unless a significant amount of people were to contact about those issues, if I had to guess their pipeline is setup to just send out new sets to anyone who contacts them about a release. I requested a replacement bonus disc for Adventure Time a while back and they just sent me a sealed set, it's probably easier for them to do that than it would be to just send the one disc.
