To be clear, I think the 80s is one of the best decades for film, I just find a lot of the comedies from the era weak, or I feel I've outgrown them. You can say that about every decade though.

It can be overrated or bad just from someone's point of view but again, there's no way that something like Apocalypse Now or Fight Club can be considered poor quality.

Generally speaking, they are often a good indicator. The problem is that quality is entirely subjective (and relative).
