Best time is when you need to. You'll go insane waiting for the best time as there's always something better just around the corner.

I find decent deals by looking at different places like PC forums, amazon, microcenter and sometimes eBay.

NewEgg usually has the best pricing imo. B&H Photo is also an awesome place to order from. As for the best time to purchase them, that's when all your other financial obligations are taken care of such as bills and any blu-ray preorders and you still have some money left over. There is no magical time of year to buy pc components. If something is on sale it's usually because there is a new part coming out to replace it.

Actually, Microcenter usually has the best pricing on PC components. Newegg has the wider selection.

That's if you have one close by though as their best deals are usually in store only. Closest one to me is like a 2 hour drive and just isn't worth the trip imo.
