That's what they did for the movie version in order to make it 5.1, the original Japanese voice track was entirely re-recorded.
I agree that new fans wouldn't care about it much even if it were dubbed, though. Maybe they'd care about Top wo Nerae 2/Gunbuster2/Diebuster/FLCL-buster more if it were dubbed, but I guess it wouldn't make much sense to only dub that half of the movie.
