Most of that work is done now, so they don't have to start from scratch and do each story over. I get why they picked him to start with. What I don't get is why they're jumping around. What other series ever has been released like this? Again, back then it's how they did it, one story at a time. Now with full season sets, it makes no sense.
The restoration team says it will take around 8-9 years to finish the whole line, at around 3 sets per year. So I have to possibly wait up to 8-9 years to get the last Tom Baker series, depending on how they choose to release them? Sorry, but that makes no sense to me. Pick a doctor and stick with him.

As has already been pointed out, it makes perfect sense. Not everyone is a fan of every Doctor, this way everyone will have their favourites represented sooner rather than later. You having to wait 8-9 years (I doubt it, anyway) to get the last Tom makes more sense than a 7th Doctor fan having to wait that long to get so much as one season of him released.
