Most of that work is done now, so they don't have to start from scratch and do each story over. So since they're releasing full seasons, and the vast majority of the work is done, it makes sense to me to just pick a doctor and go through his entire series before moving to the next doctor. I get why they picked him to start with. What I don't get is why they're jumping around. What other series ever has been released like this? Again, back then it's how they did it, one story at a time. Now with full season sets, it makes no sense.

The restoration team says it will take around 8-9 years to finish the whole line, at around 3 sets per year. So I have to possibly wait up to 8-9 years to get the last Tom Baker series, depending on how they choose to release them? Sorry, but that makes no sense to me. Pick a doctor and stick with him.

As has already been pointed out, it makes perfect sense. Not everyone is a fan of every Doctor, this way everyone will have their favourites represented sooner rather than later. You having to wait 8-9 years (I doubt it, anyway) to get the last Tom makes more sense than a 7th Doctor fan having to wait that long to get so much as one season of him released.
