As has already been pointed out, it makes perfect sense. Not everyone is a fan of every Doctor, this way everyone will have their favourites represented sooner rather than later. You having to wait 8-9 years (I doubt it, anyway) to get the last Tom makes more sense than a 7th Doctor fan having to wait that long to get so much as one season of him released.
