Eh there's a chance, I mean if Alex Winter could bother them so much as to allow Umbrella Entertainment to release Freaked on 4K, I'm sure a bigger director like Oliver Stone could just as easily ask them for something even if it takes him to literally beg them for it

Alex Winter thanked Disney in a bluesky post he made relating to the films 4K, I think they still owned it but either sold the rights to him/umbrella or licensed it out to them

You know how everyone is doing this running gag on the Scream Factory thread about releasing Firestarter II? I say we do something serious here and campaign Shout!/Warner to release TMNT 2007 on Shout Select Collector's Edition 4K/Blu-ray for December!
