A BD-ROM that reads a BD disc at 1x, will the BD-ROM reading a DVD be slowed since the BD-ROM can only read at 1x or will it be able to read a DVD at 12x-16x like today?

by the way, the default read rate for BD-ROM is 1.5X, check the Blu-ray FAQ.
