Default Amazon Shipping/Custom question

I live in Norway but order all my blu-ray online (at play.com).

There's a 200 NOK (about £20) limit to avoid tax/tolling fees.
Why I have always ordered at play.com is that they ship each movie individually free of charge, so as long as I don't buy any box sets, I don't have to think about the custom stuff.

However, I'd like to buy a little more from Amazon, and they send orders in bulks as far as I understand. So I can only order 1-2 movies at a time.

QUESTION: For those who has ordered from amazon in the past, is shipping costs included in its total value that is declared on the package?

So if I order a movie for £19 and shipping comes to £3.50, does it say 19 or 22.50? Important, since tolling fee is +£20.

I believe they will include the price of the item + the price of shipping = total. My packages from Amazon.co.uk and .de were like that.
