With Blu-ray, studios have the option of region coding, but it isn't mandatory.
For instance, a new release which is coming out on Blu-ray, but has not completed it's theatrical run in another country may be region locked, but catalog titles often aren't.

While some studios, such as Warner Bros. make most, if not all of their movies region free, studios like Fox make many, including catalog titles region locked.

Places such as Amazon will list what region the movie is under the Product Details section, and in store, there is a region code logo near the bottom of the back of the case.
They look like little octagons with A, B, or C written on them. If it's all regions it may have all 3 octagons linked together in a pyramid, or may (someone correct me if I'm wrong) have a little picture of the globe.

Here is actually some helpful information about region codes from Amazon's site:

Blu-Ray DVDs

* A/1: North America, Central America, South America, Japan, North Korea, South Korea, Taiwan, Hong Kong and Southeast Asia.
* B/2: Europe, Greenland, French territories, Middle East, Africa, Australia and New Zealand.
* C/3: India, Nepal, Mainland China, Russia, Central and South Asia.

Default region code

There is region code on blu-ray. North America, South America, Europe(except Russia), Japan, Korea, and South East Asia countries(not including china, but including Hongkong), these areas belong to "A" region. Autralia, Newzeland and some other countries close to the two are in "B" region. China, Russia and India are in "C" region. There is no Blu-ray released in "C" region up to now due to that the terrible "Piracy" copy are very popular in China, Russia and India. So, if you buy blu-ray from any country in "A" region mentioned above, you should have no problem to play it on your player. However, if you buy blu-ray movie from Australia or newzeland, you might not be able to play it on your player. Let's not mention "C" region, because there is no blu-ray movies released in "C" region up to now.

What I have bolded and made red is on every region code. There is an "A", "B", or "C" inside a globe, which is enclosed inside a hexagon. For non-region coded movies, there is either a pyramid of all three codes or nothing at all.
