What is the most ridiculous mainstream Hollywood movie story line ever?

I think a good candidate is Face Off. A cop goes undercover by removing a criminal's face, who they think is dead or comatose, and takes on the identity of the criminal. But then the criminal miraculously wakes up, without a face, and forces the doctors to perform the exact same operation, putting the cop's face on himself and then kills everyone who know about the undercover operation. Cue the slow-mo action with doves and we got ourselves the blockbuster.

I mean really??? How did this premise get green-lighted?
