With this new Blue-ray technology are there any plans for encrypting pre-recorded media or will the manufacturers place chips in the hardware to prevent copying.

Great question. The last I heard was that BDs would have some kind of encryption built in so that you could copy the disc once and the copied disc wouldn't be able to be replicated at all. Not sure if this is what's being done or not. Someone far more knowledgeable on this subject is sure to chime in over the next day or so though.

Well that's what AACS is, encryption. And ofcourse there are special chips in the hardware for it.
