Either use VLC Media Player to watch whatever the video is, and click 'Snapshot' using the program and it will save a snap of the current frame to My Pictures, or alternitively, click 'PrintSc' + 'Alt', or just simply 'PrintSc', open up Microsoft Paint (or Paint.NET, Adobe Photoshop, etc.) and paste the image there. Crop it to satisfaction, and save it. Voila.

It depends on the software you use to playback BD on the PC. Some have closed the PrintScrn loophole while others may not have. So it sounds like yours is the former.
