Region Coding - Blu-ray Forum

When flicking through Blu-rays on this website I noticed alot of them had Region A / B etc on them and some with region free. When in a thread for Watchmen Directors Cut only in USA someone said that alot of blu-rays are region free.

can someone explain this please? Thanks
