Default DolbyDigital+ vs. DTS

I have read many reviews of HD-DVD's praising Dolby Digital-Plus for its "higher" bitrate than even DTS. But I am confused, I have an HD-DVD player and I read these little flyers that Universal puts in their movies. Like this one that says:

"Dolby Digital-Plus represents the next generation of permier high-resolution home surround sound entertainment. With data rates of 1.5mbps (compared to 448kbps for standard DVDs), Dolby Digital-Plus enables a superior surround sound listening experience that fully compliments the dramatic high-definition picture quality and special features provided on this disc."

I find it odd that a Dolby Digital-Plus audio track at 1.5mbps would sound better than a DTS track at 1.5mbps... Yes, Dolby Digital-Plus can reach a higher bit rate (kind of like DTS-HD High Res) but Universal and everyone obviously aren't using it. So I am confused as to why a reviewer would say that due to the higher bit rate on a Dolby Digital Plus track, an HD-DVD sounds better than a DTS track on a Blu-Ray (or one on an HD-DVD).
